South African cardinal apologizes for saying pedophilia not a crime

A South African cardinal on Monday apologized for offending victims of child abuse when he described pedophilia as an illness and not a crime in a media interview.Victims' rights groups and others said the comments by Cardinal Wilfrid Fox Napier, the Catholic Archbishop of Durban, comments were insensitive, especially given perceptions the Catholic Church has not done enough to root out abuse.
"I apologize sincerely and unreservedly to all who were offended by the botched interview, and especially to those who have been abused and need every help and support that the Church can give," Napier said in a statement.
Napier, one of the 115 cardinals who took part in the Vatican conclave that elected Pope Francis, had told BBC Radio 5 that pedophilia was a "disorder" that needed to be treated.
"From my experience, pedophilia is actually an illness. It's not a criminal condition, it's an illness," he had said.
He also told the BBC he knew of at least two priests who became pedophiles after they were abused as children and therefore required treatment, not punishment.
"That's when the wheels came off. I now stand accused of saying that pedophilia is a mental condition or disorder and not a crime," Napier said in his statement.
"Child sexual abuse is a heinous crime among other things because of the damage it does to the child. In that concern I include the abused who has become an abuser."
One prominent South African presenter, Justice Malala, named Napier "loser of the week" on his television show and said the Cardinal's remarks were an embarrassment to Catholics.
Francis, the first non-European pope in nearly 1,300 years, has signaled a sharp change of style from his predecessor, Benedict, for the 1.2-billion-member Church, which is beset by scandals, intrigue and strife.

He said on Saturday the church should be poor and remember that its mission is to serve the poor.
The motives for engaging in sexual activity with children are rather divergent among pedophiles, but one theme recurs: the pedophile tends to justify his/her conduct. 

Pedophiles often indicate to authorities that the child solicited sexual contact or activity, and also claim that the child derives as much sexual pleasure from the activity as the perpetrator. Pedophiles also excuse their behavior as non-harmful, non-violent, non-forced, even "educational" for the child.

According to one study, as much as 45 percent of child pornography on the Internet comes from Japan, where child pornography is not an offense.

The long-term focus in a South African context has not been on claims of child abuse by Satanic cults and the psychiatric community has not played a significant role, as was the case in other countries. The local phenomenon is characterised by Christian evangelismand the scapegoating of Satanism for crime and societal problems .In his 1997 PhD thesis, psychologist Gavin Ivey attributes the local phenomenon to an increase in Christian fundamentalism coupled with a perceived Satanic threat in the social context of the contemporary occult revival:
... the current cultural paranoia concerning the 'satanic epidemic' is directly attributable to the extreme dualistic theology of the burgeoning evangelical Christian movements, which simultaneously promotes persecutory anxiety in the Christian faithful, and spurs would-be Luciferian rebels to genuine satanic practices.

Ivey states "All monotheistic religions are forced to account for the presence of evil in a world where everything is created by God, who in theory should be able to vanquish all forms of evil but seems in capable to do so." He compares the importance of Satan in the only two contemporary major religions with a personified principle of evil in opposition to a single omnipotent deity who is unambiguously good, namely Satan in Christianity, whose identity evolved in the New Testament, and Satan in Islam. He notes the greater significance of Satan in Christianity, as Satan emerged as a less threatening figure in Islam and "Because it embraces a fundamental dualism, the Christian spiritual world is seen as a battleground between God and the personification of evil, the Devil."[4] However, members of the relatively small Muslim community in South Africa have also been outspoken about the alleged dangers of Satanism.[13][14][15][16]
In her 2012 MA thesis, Danielle Dunbar argues that while influenced by the international Satanism scare, past periods of Satanic panic in South Africa reflected localised periods of political upheaval and social anxiety.[5] While in the past Dunbar and other academicshave associated the South African phenomenon with the white population group in particular, some more specifically with Calvinist Afrikaners,[4][6][17][18] the racial divide is disappearing.[19][20] According to American sociologist Jeffrey Victor,
Satanic cult stories arise as a response to widespread socioeconomic stresses, particularly those affecting parenting and family relationships. These social stresses are products of the rapid social change and social disorganization that began during the 1960s, and that caused a deep cultural crisis of values and authority. The satanic cult legend says, in symbolic form, that our moral values are threatened by evil forces beyond our control, and that we have lost faith in our authorities to deal with the threat.[21]
With reference to this quote, academic Nicky Falkof states in a South African context "alongside this, the figure of the Satanist provides an object for the displacement of anxiety and the concurrent cohesion of nationalistic sentiment."[18]
Apart from religious groups, the media and the government have aggravated the local phenomenon. In 2007 Afrikaans-language newspaper Rapport dismissed journalist Deon Maas, who had advocated religious tolerance in his new column, to protect its commercial interests.[22][23][24] According to Nicky Falkof, the English and Afrikaans media have not differed materially in their treatment of the subject: "The paranoia, sensationalism or occasional scepticism with which stories were reported generally had more to do with the class or locality of the audience than with their language group."[9] The mainstream media in general persists in sensationalistic reporting regarding Satanism and the occult, especially regarding criminal cases with any suggestion of Satanic involvement.[10][25][26]

The phenomenon is also evident in South Africa's neighbouring countries. In March 2013, Zimbabwe's national police spokesperson Charity Charamba said media reports about Satanic incidents were unfounded and were causing unnecessary panic


Paedophilia rings connect to SA


The cracking of a massive international child-pornography ring, with links to South Africa, has unmasked tens of thousands of paedophiles across the world.

The discovery of millions of explicit images of children and adults, and the physical, postal and e-mail addresses from encrypted computers, is thought to have led police to an intricately linked web of sexual predators.
Raids carried out in Canada in June and July pointed a team of international investigators to South Africa and led to the arrest of six people. They are the headmaster of a prominent private school in White River, Mpumalanga; a retired principal in Carletonville, Gauteng; a teacher in Florida, Gauteng; an IT specialist, a lawyer and a dermatologist.
Those investigating the South African link said the arrests were the result of a large-scale international investigation - dating back to 2009 - of paedophiles who operate through clandestine internet chat forums.
Conducted by UK, Canadian, US, Australian and European authorities into online forums such as the now defunct boylover.net, these investigations gave police insight into the operations of global paedophile networks.
Boylover.net - which was operated from The Netherlands - promoted sexual relationships between adults and young boys. At the height of its operations it boasted as many as 70 000 members worldwide, according to the European policing agency, Europole.
"It attempted to operate as a 'discussion-only' forum, in which people could share their sexual interest in young boys without committing any specific offences, thus operating 'below the radar' of police attention. Having made contact on the site, some members would move to more private channels, such as e-mail, to exchange and share illegal images and films of children being abused," Europole said.
South African police spokesman Lieutenant-General Solomon Makgale confirmed that an Interpol tip-off had led to the six suspects.
"The men [four aged 46 and the others 49 and 63] were arrested in North West, Gauteng, Free State, KwaZulu-Natal and Mpumalanga for possession of child pornography.
"They are all suspected to have been involved in an international child-pornography syndicate."
Makgale said the men were arrested in raids on 15 houses across the country.
Investigators were obtaining warrants in the pursuit of other suspects, he said.
"We are investigating possible links between those we have arrested . we want to establish whether they are involved in the distribution and manufacturing of child pornographic material."
He said police cyber specialists were trawling through hundreds of DVDs, cellphones, computers, computer tablets, external hard drives, memory sticks, cameras and video cameras that were seized from the suspects in raids in Potchefstroom; Lichtenburg; Florida, west of Johannesburg; Douglasdale, White River and Bloemfontein.
"Our detectives - whose investigations are for now focused on South Africa - are trying to establish if any of the films were manufactured here," said Makgale.
The suspects, some of whom are out on bail, will appear in court between September and October.
According to police, the men are alleged to have ordered DVDs and downloaded images from a Canadian-based website.
Yesterday, the sister of the headmaster of the private school told The Times that his family wanted the law to take its course.
"As family and friends we stand 100% behind our brother and son and believe totally in his innocence and support and love him.
"We will not abandon him," she said.
His school - in a letter to parents announcing his dismissal - described his three years at the school as characterized by "exceptional professionalism . [and] the respect of his teaching colleagues, parents and pupils".
The head of the school - who cannot be named as it will identify the suspect, who is yet to plead - said there was a professional formal recruitment process, including thorough background checks and legitimate references, for hiring staff.
A police source last night described the alleged syndicate's operations as "huge".
"It is far bigger than anyone imagined . it has links to suspected paedophile rings across the world. None of those on the team ever imagined it would be this big . that it would stretch this wide and involve so many.
"What they have found is just the tip of the iceberg and involves numerous people, including many in positions of trust.
"The race is now on to catch these people and to try and find those they are thought to have harmed before it is too late. At this stage no one knows what has happened to the hundreds of children depicted in these images and films," he said.
The Film and Publication Board said yesterday it would assist police and prosecutors with their investigation. Board spokesman Prince Ndamase said its experts would assist with determining the classification of images and films.
HUNTING THE PREDATORS
INTERNATIONAL child pornography investigations by police across the world have led to several arrests, the seizure of thousands of pornographic materials and the rescuing of some victims.
Each investigation has provided information that led to the next, including the current one in South Africa.
2009
February: World's largest internet-based paedophile ring was uncovered. It was said to have over 40000 members. Europol and Interpol played a leading role in identifying 670 suspects and 230 children in 30 countries.
Nearly 200 people were arrested in the US, Canada, Europe, the UK and Australia.
2010
December: Canadian police arrested 57 people with the help of the US and German authorities, ending a two-year international investigation into a child porn syndicate. One of those arrested was trading pictures of child abuse online. More than 20 children were rescued in Canada, the US and Europe.
2011:
Suspected child-sex offenders, members of the online forum boylover.net, were discovered.
The website was hosted by a server in The Netherlands and, at its height, had up to 70000 members worldwide.
The website, which has been taken down, attempted to operate as a "discussion-only" forum in which people could share their sexual interest in boys without committing a specific offence, thus operating "below the radar" of the police.

August: 72 people were arrested in Canada, Germany, the US and France after a two-year investigation into an online child-porn ring. Police seized 16000 DVDs.
2012:
February: Canadian police arrested 60 people in connection with 213 offences relating to 22 victims who were rescued.
2013:
February: A child-sex ring with links to Australia, the UK, Canada, New Zealand and the US was uncovered.
June: Canadian police announced the arrest of 22 men and the rescue of two children. The police, after spending weeks trawling through the data stored on seized computers, found millions of child-porn images.
July: South African police received information about 26 South Africans allegedly linked to a website that supplies child pornography worldwide. The website is allegedly part of a global syndicate that is involved in manufacturing and distributing child pornography.
August 15: Six South Africans, including a retired high school principal, a primary school headmaster, a teacher, an IT specialist, a lawyer and an import-export businessman, were arrested in Gauteng, the Free State, Mpumalanga and North West.
The six suspects are among 26 people a special police team was assigned to investigate.

Fifteen properties were searched and hundreds of DVDs, books, computers, computer tablets, cameras, video cameras and external hard drives were seized.


Weak laws make SA a paedophile haven'


It's no wonder sex tourists - and especially paedophiles - are flocking to South Africa.
Self-confessed Swiss paedophile Peter Zimmermann is a free man because officials claimed they could not find his teenage boy victim - but The Star managed to find the boy, and four new child victims, in less than a day.
Zimmermann, 46, paid a fine of R10 000 and left the country after the National Prosecuting Authority (NPA) made a "plea bargain" deal with him. The NPA said the complainant - the boy The Star found so easily - could not be traced by the police.
When The Star located Zimmermann's five victims from Alexandra township in Johannesburg - four are under the age of 16 and one is 19 - they told a harrowing tale of sexual abuse at the hands of a man they call "Master Peter".
